NOTICE OF RACE
1.0 ORGANISING AUTHORITY
1.1 The Organising Authority, Blessington Lake Sailing Club (“BLSC”), are pleased to invite you to participate in the 2024 Autumn Series which will be held on October 6th and 20th October 2024 at BLSC.
2.0 RULES
2.1 Racing will be governed by the rules as defined in the Racing Rules of Sailing (RRS). In
The event of a conflict between the Notice of Race and the Sailing Instructions, the Sailing
Instructions (SI) shall prevail.
2.2 Prescriptions of the Irish Sailing Association shall apply.
2.3 Respective Class Rules apply.
2.4 Entry is open to all Dinghy’s.
2.5 Helms may not change crews during the event without prior written permission of the OA.
2.6 Parent/Guardian Declarations: All helms and crews who are under 18 years of age shall submit declarations signed by their parent or guardian with their entry form or at event Registration.
3.0 Entries
3.1 The entry charge will be €50 per boat. For juniors under 19 on 31st December 2024 (both crew & helm), and students (with a valid student ID) pay a reduced fee of €35 shall apply. The entry fee is non-refundable.

3.2 Eligible boats enter by completing the Entry Form (attached) and payment using the Stripe payment link attached.
3.3 Any changes in crew during the event must be notified in writing to the Race Committee and approved by them in advance of racing.
3.4 No entry will be accepted without the appropriate fee and entries are accepted at the sole discretion of the OA.
4.0 CONDITIONS OF ENTRY
4.1 Safety – All boats shall comply with the prescriptions set out in the Class Rules.
4.2 All boats shall comply with the prescriptions set out in the current Class Rules and/or the Notice or Race and/or Sailing Instructions, from the time of the first warning signal of the first race until returning to BLSC following the final race of the series.
5.0 INSURANCE
5. 1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of €3,000,000 or the equivalent.
6.0 REGISTRATIONS AND SCHEDULE
- Registration will take place up to 18.00 on Saturday 5th October using the Registration Form provided.
- Competitor briefing at the Clubhouse at 10:00 am on the Sunday.
- Racing will be held on Sunday 6th and Sunday 20th October.

- The Race Committee reserve the right to alter the schedule of races as they see fit to ensure a sufficient number of races are completed. On Sunday no warning signal will be after 15.00
7.0 SCORING
7.1 The Low Point System of RRS Appendix A will be used.
7.2 Up to 8 races are scheduled. 2 shall races shall constitute a series.
7.3 When 4 or more races have been completed a boat’s worst score will be discarded.
8.0 SOCIAL PROGRAMME
8.1 A Cup of Soup will be available following each event.
9.0 PRIZES
9.1 Prizes will be awarded at the discretion of the Race Committee. The presentation of prizes will take place as soon as possible following racing on Sunday 20th October.
10. COURSES
10.1 Racing will take place on the large lake at Blessington Sailing Club. The starting line may be up to 1 mile From BLSC. The precise racing area will be highlighted at the Competitor Briefing on the first day of the Event
10.2 Full details of the courses will be available in the Sailing Instructions and at the Competitor Briefing.
11.0 SAFETY
Competitors shall each wear a life jacket or other adequate personal form of buoyancy at all times when afloat. Wetsuits and dry suits do not constitute personal adequate buoyancy.
13.0 LIABILITY
13.1 Competitors participate in the Championship entirely at their own risk. See RRS Rule 4, Decision to Race. The organising authority, and their officers, members and volunteers, will not accept liability for loss of life or property, or personal injury or damage caused by or arising out of the RS Championship 2017, including any pre-championship training at the championship site, and competitors take part in the championship entirely at their own risk. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of competitors being solely and entirely responsible for the management of a boat they are sailing. It is the responsibility of each competitor to participate in a race or to continue racing. A competitor is wholly and exclusively responsible for his or her personal accident and health insurance. A skipper is wholly and exclusively responsible for his or her third-party liability insurance on the boat that he or she is sailing.
13.2 Risk Statement
Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone”
Sailing by its nature is an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
(d) Their boat is in good order, equipped to sail in the event and they are fit to participate;
(e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities.
(f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions as can be practically provided in the circumstances.
14.0 TEMPORARY MEMBERSHIP
All Helmsmen and their crews competing in the Regatta will be granted Temporary Members of Blessington Sailing Club for the duration of the event and will be bound by the rules of the Club. The Club reserves the right to withdraw such temporary membership.
15.0 PROTESTS
Protest procedure shall be in accordance with the ISAF RRS.
16.0 Accommodation & Camping
An accommodation list is available on www.blsc.ie Full camping facilities are available at the Club for tents, caravans and campers and campers can use Club showers and facilities. These facilities are available free of charge for the duration of the event.
17.0 Zebra Mussel spread prevention pre-requisite treatment on all boats before approval to enter the ESB Reservoir is granted. Participants will be asked to sign a compliance form at Registration. Boat washing facilities will be available in the Biohazard Cleaning area
18.0 Support Boats
18.1 Powerboat use on the lake is strictly prohibited and subject to ESB approval. The BLSC have an arrangement with the ESB that participants who wish to launch a powerboat for events may do so under the following conditions:
- the participant must be able to provide an update copy of their valid boat insurance at Registration.
- the participant must make their powerboat available for rescue support in the event this is required by the officer on duty.
- individuals contact details who wish to use a Powerboat in support of the event must provide their contact details by the closing date for entries.
- proof of National Powerboat Certification (level 2) must be provided at Registration.

I accept that I may be photographed and consent that any photographic images of me taken during racing or using the regatta facilities at the event may be published in any media, in conjunction with my name, or not, without compensation.
