NOTICE OF RACE

ORGANISING AUTHORITY

The Organising Authority is Blessington Sailing Club (BLSC) in conjunction with The Irish RS Class Association.

The notation ‘[NP]’ in a rule of the notice of race (NoR) means that a boat may not protest another

boat for breaking that rule. This changes RRS 60.1.

The notation ‘[DP]’ in a rule in the Notice of Race (NoR) means that the penalty for a breach of that

rule may, at the discretion of the protest committee, be less than disqualification.

1. RULES

1.1 The event is governed by the rules as defined in The Racing Rules of Sailing, the Prescriptions of the Irish Sailing Association and the rules of RS 400, RS 200, RS Feva and RS Aero classes as appropriate.

1.2 Racing rules Race Signals AP, 31, 33, 35, 44.1, 60.1, 61.1(a), 60.3(b), 61.4(b), 61.2(b), A2 A5.1 and A5.2 will be changed. The changes appear, in full, in the sailing instructions. The sailing instructions may also change other racing rules.

2 SAILING INSTRUCTIONS

3 COMMUNICATIONS

3.1 The official noticeboard will be located at the main foyer of Blessington Sailing Club.

3.2 [DP] While racing, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

4 ELIGIBILITY AND ENTRY

4.1 The event is open to boats of the RS 400, RS 200, RS Feva’s and RS Aero classes.

4.2 At least one of helm or crew shall be a member of the RS Ireland or other National RS Class Association.

4.3 Eligible boats may enter by completing the online form at BLSC 2025 RS Inlands Entry Form

4.4 To be considered an entry at an event, a boat shall complete all registration requirements and pay all fees.

4.5 Late entries will be accepted at the discretion of the Organising Committee, subject to the payment of a late entry surcharge.

5 FEES

Up to 18: 00 Friday before event

Juniors – both helm and crew must be under 19 on 31st December 2025 or a student with valid undergraduate student ID.

Late registrations will attract an additional fee of €10 against the Fees above.

6 CREW LIMITATIONS

Does not apply.

7 ADVERTISING

[DP] Boats may be required to display advertising chosen and supplied by the organising authority.

8 QUALIFYING SERIES AND FINAL SERIES

Does not apply.

9 SCHEDULE

9.1 Registration: Friday 27th June 1900 to 2030. Saturday 28th June 0900 to 1030.

9.2 Briefing – A Briefing will be held at 1030 on Saturday 28th June 2025.

9.3 Racing: Dates:

Saturday 28th June Races 1 to 3

Sunday 29th June Races 4 to 6

9.4 Six Races are scheduled.

9.5 The scheduled time of the first warning signal of the first race on the Saturday is 1155. The scheduled time of the first warning signal of the first race on Sunday is 1055.

9.6 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound signal at least five minutes before a warning signal is made.

9.7 A fourth race may be run on the Saturday at the discretion of the Race Committee. To indicate

this intention, the finish boat will display flag Numeral 4 at the end of Race 3.

10 EQUIPMENT INSPECTION

Boats may be inspected at any time.

11 CLOTHING AND EQUIPMENT

RRS 40.1 shall apply at all times while afloat.

12 VENUE

The Sailing Area will be at approximately 1 nautical mile due east from the main slipway.

13 COURSES

The courses to be sailed will be Windward Leeward or Trapezoid.

14 PENALTY SYSTEM

14.1 RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

14.2 Appendix T and the Exoneration Penalty apply to this event. Decisions from Arbitration can be referred to the protest committee but cannot be reopened or appealed.

15 SCORING

15.1 Two races are required to be completed to constitute a series.

15.2 When fewer than four races have been completed, a boat’s series score will be the total of her race scores. This changes RRS A2.

16 [DP] [NP] SUPPORT PERSON VESSELS

16.1 Support teams, including all support persons and support person vessels shall stay outside areas where boats are racing from the time of the preparatory signal for the first start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment.

16.2 When the engine of a support vessel is running, all support persons on that vessel, shall wear

a personal flotation device and the support vessel driver shall use a kill cord.

17 CHARTERED OR LOANED BOATS

Charter Boats are available for the RS Aero and RS Feva Fleets. If a Charter Boat is required please Text Kenny Rumbell on 086 407 4275 or the INSS on 01 2844195 or via email on sailing@inss.ie.

18 BERTHING

[DP] Boats shall be kept in their assigned places in the dinghy park.

19 HAUL-OUT RESTRICTIONS

Does not apply.

20 DIVING EQUIPMENT AND PLASTIC POOLS

Does not apply.

21 DATA PROTECTION

The Data Processing Policy is available on the class website.

14. RIGHT TO USE NAMES AND LIKENESS

Competitors automatically grant to the Organising Authority without payment the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped or filmed recording of or relating to the event.

22 RISK STATEMENT

22.1 RRS 3 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone”.

Sailing by its nature is an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

(d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boats and other officials and

volunteers by the event organiser does not relieve them of their own responsibilities; (f) The provision of patrol boat cover is limited to such assistance, particularly in extreme

weather conditions as can be practically provided in the circumstances;

(g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules or information produced for the venue or event and to attend any safety briefing held for the event.

23 INSURANCES

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £3,000,000 Pounds Sterling per incident or the equivalent.

Prizes may be awarded, dependant on entries and at the discretion of the Race Committee, in each class as follows:

ACCOMMODATION

There will be space for Camping on the BLSC grounds on a first come first served basis.

There is free overnight parking and camping available here with toilet facilities.

The sailing club facilities and showers will be open throughout the night for competitors. Further accommodation options are available locally as follows:

• Lawlor’s Hotel: Naas: Lawlor’s Naas

• Killashee Hotel Naas: Killashee Hotel

Plenty of other options are available on other commonly known Booking websites.

SOCIAL, FOOD AND BEVERAGE

Tea/Coffee and Scones will be available for competitors, volunteers and spectators on the Saturday 28th from 9am and 10:30 am.

BSLC’s legendary BBQ will be provided on site from 17:00 – 18:30 at an additional fee of €15 per person. Pre-booking is advised using the Event Entry Form or through the event store:  https://www.tickettailor.com/events/blessingtonlakessailingclub/store

Tokens will be available on Saturday evening for Soft Drinks and Alcohol at the Clubhouse.

There may be some Musical Entertainment provided on Saturday evening at the Clubhouse.

Tea/Coffee will be available for competitors, volunteers and spectators on Sunday morning 29th from 9am and 10:30 am.
