About the Presentation:
Professor Max Hilaire, a renowned international scholar, will discuss his most recent book “International Law and Contemporary Global Challenges” at 2pm on July 13th at the Caribbean Genealogy Library, St. Thomas. The event is in-person, and available virtually on Zoom.

Max Hilaire was born on the island of Dominica, grew up the US Virgin Islands, started his career in academia at the College of the Virgin Islands (now the University of the Virgin Islands) and received his BA from Morgan State University. He holds MA, MPhil, and Ph.D degrees in International Law & International Relations from Columbia University. Professor Hilaire is a two-time Fulbright Scholar (Nigeria and the Czech Republic) and a Public Diplomacy Speaker for the State Department in several countries. Hilaire has taught and lectured in over 50 countries and over 75 universities.
About Professor Hilaire’s book “International Law and Contemporary Global Challenges”
This book simultaneously sheds light on the most pressing global challenges facing humanity in the 21st century and pays tribute to President Vaclav Havel of the Czech Republic, who had a great impact on the transformation of world politics in the 20th century. It examines in detail contemporary international issues such as climate change, mass migration, refugees, internal armed conflicts, great power rivalry, and regional political instability. It also underscores the increasing inability of the Westphalian model to solve complex transnational problems and calls for a new approach.
Included as a postscript is an extensive analysis of the resurgence of dictatorial regimes in many regions of the world and their attempt to undo the rules-based international order established after World War II. This trend is a setback for those who fought tirelessly to end the Cold War and to spread freedom and democracy to millions of people across the globe. Today that legacy is being challenged by autocratic regimes that see respect for human rights as a threat to their political survival.
International law is what unites us as citizens of the world; and only through international law and multilateral cooperation, can we address the global challenges examined in this book.

About the Speaker:
Professor Max Hilaire is a graduate of Columbia University. He holds M.A., M.Phil., and Ph.D. degrees in International Relations, with concentrations in Public International Law & International Organizations, and a B.A. in Political Science from Morgan State University. He specializes in Public International Law, International Human Rights & International Humanitarian Law, United Nations Law, and U.S. Foreign Relations Law. Professor Hilaire is an Adjunct Faculty at Georgetown University School of Foreign Service and a Visiting Professor of Public International Law at Charles University Faculty of Law in Prague. In addition, Professor Hilaire teaches at the Washington Center and Empire State College, in Prague, Czech Republic.

He has published several scholarly articles in some of the most prestigious international law journals in the U.S. and abroad, on US Foreign Policy & Foreign Relations Law, the wars in Iraq, Afghanistan, Panama, Grenada, and armed conflicts in Africa. Two of his articles entitled “The Attitude of the People’s Republic of China Toward International Law,” and “The Attitude of the United States Toward International Law, were published in the Czech Yearbook of International Law” (2016, & 2022) His most recent letter to the editor was published in the Financial Times on February 22, 2023.
Professor Hilaire's forthcoming book is entitled “International Law and the Domestic Constitutional Order of States: The Foreign Relations Law of the Permanent Members of the United Nations Security Council (P5).” Professor Hilaire is a two-time Fulbright Scholar (Nigeria and Czech Republic). He has taught or lectured at numerous universities, including Georgetown University School of Foreign Service, Colgate University, Marymount College in New York, Colegio de Mexico, Universidad de las Americas in Mexico, Obafemi Awolowo University in Nigeria, Charles University Faculty of Law, Social Sciences, and Natural Sciences in Prague, Anglo-American College and University of New York Prague, in Prague, Czech Republic, and Central European University in Budapest, Hungary.
He has delivered lectures at Columbia University; University of Toronto; University of the West Indies (Jamaica); Colegio de Mexico; The Washington Center, University of the Virgin Islands, St Thomas; H. Lavity Stoutt Community College, BVI; Institute of Cultural Diplomacy, Berlin; University of Ghana, Accra; Institute of International Relations, Mozambique; Institute of International Relations, Cameroon; Institute of International Relations, Angola; Faculty of Law, Piaget University, Angola; Augustino Neto University, Angola; University of Botswana, Gbarone, Botswana; University of Yaounde, Cameroon; and University of Buea, Cameroon, to name a few. Additionally, Professor Hilaire has lectured at various institutions in over 45 countries and has taught students of more than 100 different nationalities. Professor Hilaire has traveled extensively in Africa, Europe, and Latin America as a Public Diplomacy Speaker for the State Department.
Professor Hilaire has conducted training for diplomats and senior government officials from several African countries. He has helped mitigate conflicts in Angola, Ghana, Mozambique, Malawi, and Nigeria.
During the past two years, Professor Hilaire delivered lectures on a wide range of international topics, including International Law & Transnational Armed Conflict: Afghanistan, Iraq, Libya, Nigeria, Somalia & Syria,” “The Difficulties & Challenges Facing African Scholars,” “The United Nations Security Council and the Maintenance of International Peace and Security;” “The International Law and the United States Foreign Policy;” “The Armed Conflict in Syria and U.S. Foreign Policy;” “The Rights of Non-State Actors Under International Law;” “The Rights of Suspected Terrorists Under International Human Rights and Humanitarian Law;” “Transnational Armed Conflicts in Africa;” “The Right to Self Determination Under International Law: The Case of the BVI;” and the Ambassador Pamela Bridgewater Inaugural Jamaican Fulbright Lecture on “Multinational Corporations, the Global Economy and the Rights of Peoples: An International Perspective.” “International Law and Political Crisis in Venezuela,” “How International How Influenced the Velvet Revolution: A Tribute to President Vaclav Havel.” Professor Hilaire’s writings have been cited by scholars all over the world in hundreds of books and academic journal articles.
In March 2023, Professor Hilaire delivered lectures at the Czech Institute of International Relations, the Czech Society of International Law, Charles University Faculty of Law, the University of New York Prague, the Faculty of Social Sciences, and the Faculty of Natural Sciences, Charles University, Prague. Lecture topics include “The International Law Challenges Facing the Biden Administration in the Next Two Years of His Presidency,” International Law, “The US Constitution, and the Ability of the Biden Administration to Implement US International Legal Obligations,” International Law, the United Nations Charter, and the Russian Invasion of Ukraine: The Relevance of Law in International Crisis Situations,” “International Law, Climate Change, and the Global Migration Crisis,” United States-China Relations: Great Power Rivalry in the 21st Century.” He has been recognized for his expertise in Public International Law and International Humanitarian Law, and his work has been referenced by the International Criminal
Court ICC) and the Special Court for Sierra Leone. In 2009 Professor Hilaire co-wrote an amicus curiae in which he challenged the ICC’s jurisdiction in the post-election violence in Kenya. That case was ultimately vacated by the Prosecutor.
Professor Hilaire has served on the State Department Performance Board, the Department of Commerce Promotion Board, and the United States Agency for International Development Performance Evaluation Board. Professor Hilaire has also served on the Senior Fulbright Board and has served as a Facilitator for the African Center for Strategic Studies’ Senior African Leaders Program.
Professor Hilaire is the recipient of numerous awards, including the Dr. Sandye Jean Macintyre International Award at Morgan State University, 2013; the Washington Center Faculty of the Year Award, 2008; the Obafemi Awolowo Memorial Award, 1993; two Fulbright Fellowships, 1992 and 2000; and several State Department Fulbright Hayes Distinguished Public Diplomacy Speakers Awards.
Professor Hilaire is the former Assistant Dean of the College of Arts & Sciences, and the College of Liberal Arts, and the former Chair of the Department of Political Science at Morgan State University.
Professor Hilaire is a member of the American Society of International Law.
