About the Speaker

Patricia is an experienced Designated Clinical Officer (DCO) with deep expertise in SEND Law, Integrated Care Board policy, and the complexities of working across education, health and care. With over 26 years as a Clinical Specialist Occupational Therapist, she brings extensive experience in service redesign, quality improvement and supporting teams to deliver effective, inclusive provision.

Patricia has worked as an Expert Witness in SEND Tribunals for more than a decade and is known for her clear, practical guidance on EHC needs assessments, statutory duties, outcomes writing and Annual Review processes. She has also lectured at Brunel University London and Coventry University and is a regular speaker at national and international conferences.
