The logic of Indigenous Data Sovereignty sits in friction with the ways Artificial Intelligence is being developed. Indigenous Data Sovereignty (IDSov) upholds the rights of Indigenous Peoples, communities, and Nations to “govern the collection, ownership, and application” of datasets created with or about Indigenous communities, Indigenous Lands, and the community’s non-human relations. The prevailing practices of data extractivsm and intellectual property regimes lead to promiscuous uses of datasets and information about Indigenous Peoples. Building on a longer history of data colonialism, indigenous data is being commodified and used in ways that harm them.

The Data Cooperative Working Group, in this session, aims to juxtapose the principles of governance of cooperativism and IDSov. Bringing together practitioners and community partners, we aim to discuss and create inclusive languages of data governance and frameworks such as the CARE Principles. We also discuss ways of co-creating and articulating the value of data for different communities, how that evolves, and how we can create technologies that recognise historical invisibilisations and biases.

The group is an informal, welcoming international group of practitioners, researchers and academics that are interested in the potential of mutual and co-operative data governance to create a more equitable, fair and just approach to the way data is managed. It is hosted by Open Data Manchester and Aapti Institute.
