Ethical Considerations in Data Linkage with Splink: Challenges, Solutions, and Future Developments

Splink is a Ministry of Justices open-source software which uses unsupervised machine learning to link together millions of data records belonging to justice system users. This talk will cover the many and varied ethical considerations of performing data linkage with Splink, how we address these within our work and improvements we are planning for the future.

The Data and AI Ethics Community is a public sector group whose aims are to:

- provide a forum and safe space for members (people across the public sector) to explore and discuss data ethics topics and issues
- raise awareness and encourage people to consider how data ethics considerations relate to and can be integrated into their work through sharing of real-world case studies, learnings and best practices
- convene existing expertise and grow the data and AI ethics community across the public sector, facilitate collaboration and knowledge exchange, and help to embed data ethics across public sector operations and practices
