Resolve Poverty invites you to join us for a webinar at 2pm on Wednesday 7th May, where we will launch our new research examining how English regions and localities can take a whole-system approach to reducing and preventing poverty. This research was undertaken with stakeholders across local and regional governments, thinktanks, and the voluntary, community and social enterprise (VCSE) sector, in partnership with the Local Authorities and the Cost of Living Emergency (LOCALE) project at the University of York.
With the Child Poverty Strategy, the English Devolution Bill, and the national commencement of the socio-economic duty approaching, this is a critical moment for subnational anti-poverty work.
Regional and local governments are eager to expand their role in tackling poverty, yet face considerable constraints including limited powers, resources, and policy levers.
Drawing directly from our research findings, the webinar will
- Outline how all levels of government can collaboratively implement a whole-system approach to tackle poverty effectively.
- Highlight practical actions that regional and local authorities can immediately take within their existing remits to address current barriers, strengthen their approach to tackling poverty, and position themselves effectively to benefit from upcoming national policy changes.
This webinar is for:
- Anyone working at any level of government from central to regional and local authorities or within public bodies who is seeking to maximise their impact in reducing and preventing poverty.

Resolve Poverty is a leading anti-poverty organisation that delivers locally and regionally focused anti-poverty activities across the UK. At Resolve Poverty, we work to the following strategic priorities: maximising the financial resources available to households, implementing strategic responses to poverty, and equipping stakeholders with the knowledge they need to tackle poverty. The University of York LOCALE (‘Local Authorities and the Cost of Living Emergency’) collaboration - supported through the York Policy Engine Cost of Living research group and Research England Policy Support Fund - has been researching local authority responses to the cost of living crisis since 2022. With researchers from across The Social Policy Group of the School for Business and Society and The York Law School, the collaboration has undertaken work with over 20 local authorities across England examining local welfare issues and surveyed hundreds of English councillors. Our publications to date include detailed analysis of the Household Support Fund in England.
