Joint Conference on Comprehensive Security in the Indo-Pacific (Kyoto)

As part of the Joint Conference on Comprehensive Security in the Indo-Pacific, we invite you to attend the Kyoto Public Seminar on Cooperation for Comprehensive Security in the Indo-Pacific Region: Regional Leadership and Burden Sharing.

The Kyoto seminar forms part of a two-city conference held in Tokyo and Kyoto, as a collaboration between Kyoto University and Security & Defence PLuS, organised by the Kajima Institute of International Peace (KIIP).

"Comprehensive Security" is an approach to protecting citizens from various threats, including not only military threats, but also energy crises, food shortages, natural disasters, and other challenges. This concept, proposed by Masataka Kousaka, a professor at Kyoto University and others at a study group established by Prime Minister Masayoshi Ohira in the 1970s amid the international turmoil caused by the Nixon Shock and the Oil Crisis, has regained importance as the world faces renewed turmoil due to changes in U.S. policy and increasingly complex international issues such as climate change.

How should we address the various issues encompassed by comprehensive security? What impact will the second Trump administration have on comprehensive security in the Indo-Pacific region? How can AUKUS and the Quad cooperate in the context of comprehensive security?

Experts from Japan, India, Australia, the United Kingdom, and the United States—the countries comprising AUKUS and the Quad—will join government officials and other key stakeholders to discuss these issues and exchange policy-oriented solutions.

We will be holding closed dialogues with Researchers at Kyoto University on Global Health, Food Security, Cyber Security, and Environmental Security, earlier in the day.
