How the System Works and How to
Work the System II is a three-part series of online webinars focused on the
principles, practices, skills, tactics and strategies of effective
public-policy advocacy in Canada today.
Developed and presented by Sean Moore, a semi-retired, forty-year veteran of
organized public-policy advocacy and Principal of Advocacy School, the series
will comprise three online one-hour virtual workshops through Zoom Meetings
with all cameras enabled. Each session will include a “moderately interactive”
25-35minute presentation, followed by a 25-30 minute Q&A and discussion
component.
Sessions will be recorded and available on a restricted-access basis for
registered users for up to sixty days.

Session 1: How the System Works and How to Work the System: A Primer on
Effective Public-Policy Advocacy

This is an overview webinar on effective advocacy and lobbying for individuals
and organizations who want to learn more about how to organize one’s time,
resources and issue management to legitimately influence decisions of
government at federal, provincial or local levels. It’s also a prism through
which we may consider an existing approach or strategy that’s not working.
Themes include:
- Six most common reasons organizations fail in their advocacy
- “How the ‘system’ works” – common key features of political and government
decision-making
- “How to work the system” – practical tips to maximize effectiveness
- The many sounds of “no” – dealing with resistance
- Developing an advocacy strategy and plan – quick overview, including
templates
Session 2: Mapping the Political and Public-Policy ‘Ecosystem” of Your Key
Issues

This webinar provides guidance for
both novice and seasoned advocacy veterans on how to identify and locate the
individuals, organizations, processes and influences which have the potential
for influencing the policy outcomes associated with your key advocacy issues.
Themes Include:
- The scope of a mapping exercise – government, media, other stakeholders
- Key steps and tools in a mapping process
- Building – or expanding – your “key contact list”
- Link to “strategic inquiry,” “policy engagement” and advocacy strategy-development
Session 3: Strategic Inquiry: The Important Starting Point in Any Advocacy

Strategic Inquiry is a webinar
designed to guide you through a quick, efficient process of exploring and
assessing the political and public policy environment before launching an
attempt to try to influence a decision by political or bureaucratic
decision-makers in Government.
Themes addressed include:
- Why “strategic inquiry”?
- The central importance of getting to the right “ask”
- The elements of “persuasion”
- What a “strategic inquiry” looks like and what it should produce
- How to get started
Webinars will include time for Q&A.
