In June 2026, Ben Groom, University of Exeter, and Mark Freeman, University of York, released their independent review of the HM Treasury's Green Book discount rate. This September, Chancellor John Healey announced a commitment to update the discount rate from 3.5% to 3%, aiming to move investment towards projects with more long-term potential.
In this webinar, Ben and Mark will discuss their review as well as the implications of the recent change. Mark and Ben will also reflect on the Autumn Budget, to be announced 28 October, where the government's full response to their discount rate review will be released.
