Ein her yw gwneud i bethau weithio pan nad yw’r farchnad a’r wladwriaeth yn darparu’r elfennau sylfaenol er mwyn sicrhau amodau byw digonol. Gyda’r “argyfwng costau byw” nid yw marchnadoedd yn darparu hanfodion fel ynni a bwyd yn ddibynadwy ac yn fforddiadwy ar gyfer aelwydydd incwm isel a chanolig. Mae llywodraethau’n ei chael hi’n anodd rheoli argyfyngau tymor byr ac osgoi’r costau tymor hir sy’n gysylltiedig ag adnewyddu systemau. A hynny tra mae mwy a mwy o bwysau ar hawliau’r “wladwriaeth les” drwy yswiriant cymdeithasol, trosglwyddo incwm a gwasanaethau sy’n derbyn cymhorthdal.

Y cwestiwn sylfaenol yw, a yw gwahanol weithredwyr yn gallu mynd i’r afael â’r problemau hyn drwy arloesi cymdeithasol sy’n canolbwyntio ar yr amcanion o wella aelwydydd i sicrhau bod yr amodau byw yn ddigonol, a datblygu stoc o gwmnïau medrus o fewn terfynau’r blaned. Mae ailddefnyddio systemau darpariaeth mewn modd addasol yn anodd pan fydd systemau o'r fath yn gwrthsefyll newid, pan nad yw arloesedd yn arwain at lwyddiant cynaliadwy, a phan na fydd cyflwyno polisïau o'r brig i lawr yn gweithio. Felly mae'r gynhadledd yn dod ag ymchwilwyr ac ymarferwyr ynghyd mewn sesiynau thematig sy'n archwilio materion sylfaenol ac ymyriadau o Gymru, gweddill y DU ac ar hyd a lled Ewrop. Byddwn yn cynnal sesiynau ar y canlynol:

  • Ailadeiladu systemau sylfaenol
  • Codi tâl am gyfleustodau yn atchweliadol
  • Lleoleiddio cadwyni cyflenwi
  • Datblygiad economaidd cymunedol
  • Incwm, lle ac amser
  • Dod â gofal i faes gofal iechyd
  • Darparu prydau ysgol am ddim
  • Datblygu cyfleusterau a seilwaith cymunedol


Our challenge is making things work when market and state are not delivering foundational liveability. With the "cost of living crisis“ markets are not reliably and affordably providing essentials like energy and food for low and medium income households. Governments struggle to manage short term crises and dodge the long term costs of system renewal. While “welfare state” entitlement through social insurance, income transfer and subsidised services is increasingly stressed.

The foundational question is whether and how different actors can address these problems with social innovation focused on the objectives of improving household liveability and building the stock of capable firms within planetary limits. Adaptive reuse of systems of provision is difficult when such systems resist change, innovation does not lead to sustainable success and top down policy roll outs will not work. So the conference brings together researchers and practitioners in themed sessions which explore foundational issues and interventions from Wales, the rest of the UK and all across Europe. We will have sessions on:

  • Rebuilding foundational systems
  • Regressive utility charging
  • Localising supply chains
  • Community economic development
  • Income, space and time
  • Bringing care into healthcare
  • Delivering free school meals
  • Developing community infrastructure and facilities
